This research presents the criteria upon which the writing test is based for non-Arabic speakers, whether it is in terms of its design, or in terms of its evaluation. In the first topic, the design criteria were presented, and it dealt with the general criteria for the test. The special criteria for the written test, then presented a scale to determine the difficulty of the topic and the way to measure it. In the second topic, the discussion was about the criteria for written assessment of students, which is in two parts; the first: on the formal side, and the other: on the content side, and it includes two types: the first in the intellectual content. And the other: in linguistic content, it finally provided a visualization of a proposed evaluation model.
